The state budget has about 120 million UAH for film industry in 2011. The head of the agency for cinematography Ekaterina Kopylova says in an interview that comparing with the previous “residual principle” of cinema-financing (was about 20-30 mln) – this sum is almost uxury.
According to her initially assumed all of the figures of 24 million UAH. Only. But later everything changed.
Kopylova noted that they quite simply failed to motivate the need for such budget line in the movie. After sufficient arguments for it. Young and talented filmmakers could not show themselves because of the scarce previous injections into the movie industry . Some movie-ideas failed to realize because of “residual principle”. But their motivations heeded. They have been heard.
Asked about how much of the 120 million will go to the real projects of the National Film Studio of Alexander Dovzhenko she said that it is an open question .Ideas, of course, exist. But, certainly, not all of them need to allocate huge budgets .Remembering past experiences. And the main thing in this matter that their future work will be out of limits of old system- “the state subsidizes, no creative responsibility”. Would like to see the staff of Dovzhenko Studio in active transition on the path of co-production with other countries and interesting foreign partners. And finally would like to move away from the archaic principle of public procurement. “State aid” has to be provided to film industry.
